Romania introduced an e-Transport system, which will be used to monitor the transport of goods on the national territory.

The Ministry of Finance has recently prepared a draft Emergency Ordinance (Ordinance) to clarify the details about the nature of the system, i.e., who would be impacted by it, when and how the system will work.

According to the draft Ordinance, from 1 April 2022, the RO e-Transport system will be made available by the Ministry of Finance and ANAF. And as of 1 July 2022, use of RO e-Transport system will become mandatory for transporting high fiscal risk goods on the national territory. Since the implementation timeline is relatively short, it is expected that the draft Ordinance will be published in the official gazette in the coming days.

The categories of road vehicles and high-fiscal risk products that are subject to mandatory monitoring through the RO e-Transport system will be established by the subsequent orders of the Ministry of Finance following the publication of draft legislation in the official gazette.
