Spain: Public Consultation Related to B2B Mandatory e-Invoicing Launched

The Ministry of Economic Affairs and Digital Transformation (Ministerio de Asuntos Económicos y Transformación Digital) has launched a public consultation on the upcoming B2B e-Invoicing mandate to improve the participation of citizens in the procedure of elaboration of norms, prior to its development. This public consultation is carried out through the web portal of the competent department, and all interested parties will have until 22 March 2023 to send their feedback.

Based on the feedback received, the Government will develop and approve the regulatory framework that is needed according to the Law adopting mandatory B2B e-invoicing, published on 29 September 2022.

The public consultation consists of 32 specific questions on 7 different areas that the regulatory framework will address. These areas are:

A.      Scope of application

B.      Architecture

C.      Interoperability of formats

D.      Platform Interconnection

E.       e-Invoice statuses

F.       Submission of information to Public Administrations

G.      Adaptation for smaller companies and the self-employed
