India: B2C E-invoice Pilot Recommendation

After initial considerations to expand its mandatory e-invoicing system to encompass B2C transactions, announced in late 2023, the Indian government has taken another step in this direction. During its 54th meeting held in September 2024, the GST (Goods and Services Tax) Council recommended a pilot rollout for B2C e-invoicing.

The recommendation was raised after the successful implementation of e-invoicing in the B2B sector. The Council sighted potential benefits of e-invoicing in retail, such as improved business efficiency, environmental friendliness, and cost efficiency. Additionally, the council mentioned that B2C e-invoicing will allow retail customers to verify the invoice’s reporting in the GST return.

The GST recommended that the pilot be rolled out on a voluntary basis in selected Sectors and States.
