On June 28, 2018, Massachusetts Governor Charlie Baker signed House Bill 4640 into law. The bill dubbed by some a "Grand Bargain" includes provisions related to the minimum wage, paid family leave as well as a number of measures intended to forestall certain planned ballot initiatives. As it relates to sales tax – the bill creates an annual Sales Tax Holiday in Massachusetts. While there will be no Holiday this year, the bill calls for a Holiday every August starting in 2019, with the legislature being required to set the precise dates no later than June 15. Undoubtedly this approach will be a welcome change for retailers,who were often left wondering until the last possible moments whether Massachusetts would pass a Holiday bill each year.
