Colombia DIAN Launches Pilot Phase for Electronic Invoicing – Learn More

On April 18th 2016 the Colombia DIAN held a meeting in Bogota, Colombia to announce the start of its pilot phase for electronic invoicing. As the leader in Latin American electronic invoicing and fiscal reporting, Sovos attended this meeting to learn more about the pilot program. Listen to the webinar replay to get the latest details of the pilot and the key takeaways of the meeting.

The Pilot for the New Electronic Invoicing Model Starts

Bogotá D.C., April 18, 2016. – With the participation of 58 companies that volunteer from various sectors of the economy, including consumer products, pharma, oil and gas, services, among others, and from different cities, such as Bogota, Medellin, Cali, Cartagena, Bucaramanga and Manizales, the Dirección de Impuestos y Aduanas Nacionales – DIAN, announces the start of the Pilot of the new model of  electronic invoicing.

The selection of these 50 companies was based on the interest made by each and with the purpose of having a diversified group of companies representing most of the sectors of the Colombian economy. Furthermore, the companies had to show that they had the technical and operational capacity to manage the DIAN’s pilot plan effectively.

Objectives of the Pilot phase – the new model of  electronic invoicing:

  • Test the conditions of transmission and interoperability of the
    electronic invoice established by the DIAN
  • Test the technology developed by the DIAN for fiscal control
  • Test the technical and functional conditions of interoperability between the electronic invoicing solution chosen by the participant and the the technical systems adopted by the DIAN under the Decree 2242 of 2015 and Resolution 0019 of 2016
  • Test the technical and administrative procedures set by the DIAN to optimize the service and support levels needed for electronic invoicing
  • Identify, assess and mitigate the risks that may arise in the development of the electronic invoicing with the processes established

The pilot will last for 6 months with the following steps:

Phase 1: Socialization of technical documentation
Phase 2: Design and development of electronic invoicing solution
Phase 3: Test enabling environment
Phase 4: Operations phase
