Italy has introduced a clearance e-invoicing model for domestic transactions, including B2B and B2C.

Seeking to close a 35 billion euro tax gap, Italy has implemented a clearance e-invoicing model for domestic transactions. The Italian tax authority now has to clear all invoices before payment or shipment can take place. 

As a result, businesses need to adopt an e-invoicing system capable of integrating with ERP, MPS and automation platforms.

Mandate Rollout Dates

  • July 1, 2018: Clearance mandate went into effect for manufacturers and distributors of petrol and diesel intended for use as motor fuel in cars and road vehicles.
  • September 1st, 2018: Mandate kicked in for tax-free sales to non-EU individuals acting as final consumers.
  • January 1, 2019: Mandate became a requirement for domestic B2B and B2C transactions, with minor sector-specific exceptions.


  • Failure to issue an invoice or issuing an invoice that does not meet the XML format results in a penalty equal to between 90% and 180% of the associated VAT dollar amount.
  • Issuing a purchase invoice to a client without adhering to mandate requirements will result in a penalty equal to 100% of the associated VAT dollar amount.
