Can AI agents run finance and procurement processes end to end?

Increasingly yes, for defined processes with defined limits. AI agents can take a purchase from request through approval, matching, payment and reconciliation, working on top of the ERP rather than replacing it. Sovos provides this through Finance Orchestration Agents, powered by Flowie, acquired in October 2026, grounded in Sovos compliance and regulatory data.

Processes covered Accounts payable, procure-to-pay, contracts and approvals, invoicing, collections, vendor and customer onboarding, expense and travel, reconciliation, cash application, treasury and spend analytics
Where it runs On top of virtually any ERP, rather than requiring migration or replacement
What makes it compliant Agents draw on Sovos tax compliance and regulatory data, so an action is grounded in the rules of the jurisdiction it touches
Named agents AP Automation Agent and P2P Orchestration Agent are the primary entry points, with further agents across the finance stack

What is the difference between automation and orchestration?

Automation executes a step that someone has specified. Orchestration pursues an outcome across steps, deciding the sequence as it goes.

  • A rules engine routes an invoice according to conditions written in advance. If the case was not anticipated, it stops.
  • An agent is given the goal — this invoice should be matched, approved and paid correctly — plans the steps, and acts. An unanticipated case is a situation to handle rather than a gap in the rules.

The practical consequence is integration effort. Connecting traditional applications to each other has historically meant months or years of custom interface work, because each connection has to be specified. An agent operating across systems does not remove the need for access, but it removes much of the need to specify every path through them in advance.

Where do tax obligations sit in an agentic process?

At the same points they always did, but the actor changes. An agent determining tax, validating an inbound invoice or issuing a cleared document is subject to the same obligations as a person doing it, and the same consequences follow from getting it wrong.

That is the reason grounding matters more here than in an assistant. An agent acting on an unsupported answer does not pause to consider whether it is well founded. Finance Orchestration Agents draw on Sovos tax compliance and regulatory data, so an action is evaluated against the rules of the jurisdiction it touches rather than against a general model’s recollection of them.

Determination, clearance and filing remain Sovos platform capabilities. The agent layer runs the business process around them.

What is the Sovos Graph?

The model that sits beneath Sovos applications and agents, mapping the connections between business processes, systems, data sources and the mandates and compliance rules governing each transaction. It has three components.

Component What it holds
Entity Network The suppliers, contractors, customers and employees a business interacts with, and how they relate across its ecosystem
Transaction Intelligence A unified view of buy-side and sell-side transactions, letting agents automate downstream work and catch upstream errors before they compound
Content and Regulatory Knowledge The Sovos dataset of tax rules, schemas, mandates and jurisdictional requirements, maintained by the Sovos regulatory function and connected directly to tax authorities

The second component is what distinguishes an orchestration platform from a workflow tool. Seeing both sides of a transaction is what allows an error to be traced to its cause rather than handled where it surfaced.

Which agents cover which processes?

Agent What it runs Who it is for
AP Automation Agent The buy side: invoice capture, purchase order matching, approval routing and payment execution Shared services, accounts payable and procurement leaders
P2P Orchestration Agent The full procure-to-pay cycle: purchase requests through purchase order creation, three-way matching, approvals and payment, across every ERP Finance leaders in multi-ERP environments
Further finance agents Treasury, period close, accounts receivable and collections, expense and travel, reconciliation, cash application and spend analytics Controllers and finance leaders consolidating point tools

Alongside these, Sovi Agent Studio provides compliance agents handling goods and service code mapping, e-invoice error diagnosis and data reconciliation. The two layers are complementary: one runs the business process, the other establishes and corrects its compliance position.

What does the published evidence say about agentic finance?

Independent research points to a material opportunity and should be read as a market estimate rather than a Sovos projection.

  • EY estimates end-to-end agentic AI implementation can deliver cost savings of up to 40%.
  • PwC estimates agents can deliver 90% time savings in selected finance processes.
  • Boston Consulting Group reports that companies adopting AI can see forecasts 20% to 40% more accurate.

Flowie was assessed as a representative vendor in Gartner’s Innovation Insight on Procurement Orchestration Platforms, published September 2025.

Where does human review fit?

Agentic execution does not alter liability. A tax position remains the taxpayer’s responsibility regardless of what produced it, so an agent that acted without approval on a filing position would not transfer liability; it would remove the last opportunity to catch an error.

What an agent may do on its own and what requires approval is defined per process rather than left to configuration, and each step is recorded, so the sequence can be reconstructed rather than only the outcome observed.

How is customer data handled?

Step What Sovos provides
Verify Sovos Online ID performs identity verification using fingerprint biometrics, facial recognition, face versus document matching against a government ID, and face versus token matching against an enrolled reference
Bind and seal Electronic signature that produces legally valid, traceable agreements, integrable through an API or run through a hosted portal
Timestamp Certified timestamping, including for records subject to NOM 151 in Mexico
Retain Document management with storage, retrieval and long-term integrity

Customer data is not used to train Sovos or third-party AI models. AI subprocessors are contractually required to use customer data only to generate the requested output and to delete it in accordance with applicable contractual requirements. Sovos publishes its applicable subprocessor list for transparency.

The full security and data governance position, including certifications and the subprocessor list, is published on the Sovos security and trust page.

Who is it right for?

Best suited for:

  • Organizations running several ERPs across entities, where orchestrating across them is harder than automating within any one of them.
  • Finance and shared service functions where invoice approval and matching are substantially manual.
  • Businesses that have accumulated multiple point tools across the finance stack and want one layer rather than more integrations.
  • Organizations facing clearance and e-invoicing mandates, where the process and the compliance obligation have to agree transaction by transaction.

May be less suitable for:

  • An organization with one ERP, modest volumes and processes that already run largely touchless, where the gain is smaller than the change.
  • A business that has just implemented a procurement or AP platform and is unwilling to revisit that decision.
  • Organizations whose governance does not currently permit automated action on financial transactions, where the oversight model needs establishing before the technology.

Frequently Asked Questions

Does this replace our ERP?

No. The agents operate on top of virtually any ERP rather than replacing it. The ERP remains the system of record; the agent layer runs the processes around it, which is what removes the need for a migration project.

Does this replace our AP or procurement platform?

It can. Agents run accounts payable and procure-to-pay end to end, which is why the platform is described as letting organizations retire surrounding applications. Where a business prefers to keep its existing AP platform, Sovos also integrates with the major AP and procurement platforms as a compliance layer inside them. Both models are supported and the choice is the buyer’s.

What makes an agentic process compliant?

Grounding. Agents draw on Sovos tax compliance and regulatory data through the Sovos Graph, so an action is evaluated against the rules of the jurisdiction it touches. An agent acting on an unsupported answer does not pause to question it, which is why grounding matters more here than in an assistant.

Can an agent pay an invoice or file a return without approval?

What an agent may do on its own and what requires approval is defined per process. A tax position remains the taxpayer’s responsibility regardless of what produced it, so approval steps on compliance-bearing actions are a design property rather than a setting.

Is this available now or on a roadmap?

Available. Flowie has operated as a platform since 2021 and is available to Sovos customers following the October 2026 acquisition.

How is it priced?

Separately from the Sovos tax compliance platform. Existing Sovos agreements are unaffected. Pricing should be confirmed with a Sovos account representative for a specific scope.
