Serbia: E-transport Law Enacted

The Serbian Parliament has adopted the law on Electronic Goods Delivery Notes, introducing a mandatory e-transport system. The Law was published in Serbia’s official Gazette no.94/2024 and went into effect on 6 December 2024.

Earlier, a draft law was published, and the adopted law is largely identical to the draft law. The bylaws regulating the implementation of the law will be adopted 90 days from the date the law goes into effect.

The law mandates that public and private sector entities involved in B2B and B2G transactions issue electronic delivery notes immediately before the movement of goods. These entities must also receive, process, reject, accept and present electronic delivery notes for each movement of goods.

The law will apply from 1 January 2026, while specific obligations for private sector entities and transporters will apply from 1 October 2027.
