Saudi Arabia: 24th Wave of Taxpayers in Scope of Phase 2 of E-Invoicing

The Zakat, Tax and Customs Authority (ZATCA) has announced the criteria for the twenty-fourth group of taxpayers required to comply with Phase 2 of the e-invoicing mandate in Saudi Arabia.

Taxpayers with annual revenues subject to Value Added Tax (VAT) between SAR 375.000 (approx. EUR 86.000) and SAR 750.000 (approx. EUR 170.000), in either 2022 or 2023, will be included in the 24th wave of Phase 2 e-invoicing integration.

ZATCA will begin notifying affected taxpayers to prepare for integration with the FATOORA platform. These businesses must comply with the Phase 2 e-invoicing requirements by 30 June 2026.

Phase 2 of e-invoicing in Saudi Arabia requires businesses to connect their e-invoicing systems with ZATCA’s centralized e-invoicing platform (FATOORA), submit B2B invoices to ZATCA for clearance before they are issued to customers, and to report B2C invoices.

Businesses falling within this new wave should verify their eligibility based on their revenues and prepare for timely integration with the FATOORA platform.
