The Estonian Ministry of Finance has proposed amendments to the Accounting Act, planned to become effective on January 1, 2025, pending approval by the Parliament.

This amendment seeks to encourage usage of e-invoicing across Estonia by adopting a uniform European e-invoicing standard, thereby facilitating the streamlined exchange of e-invoices.

Starting January 2025, all entities registered in the commercial register as e-invoice recipients, including public sector entities, will be entitled to request e-invoices compliant with the European standard. While suppliers will not be mandated to issue e-invoices, buyers will possess the legal right to request them. The method of e-invoice transmission will not be regulated, allowing the specific terms of invoice submission to be agreed between the parties.
