Portugal: INEM Rate Confirmed at 2.5%

Further to our previous alert of 8 June 2026, in which we reported a proposed increase in the INEM insurance levy from 2.5% to 3.5%, we can confirm that the increase has not been enacted.

The new INEM organic law was published on 16th July 2026 in the Diário da República. The published text contains no amendment to the rate. The levy rate charged on Life, Health, Accident and Motor insurance premiums remains unchanged at 2.5%.
