Cape Verde: 2026 Budget Law Proposal Expands E-Invoicing Mandate

The Cape Verde Government has approved the 2026 State Budget Law Proposal, expanding the country’s electronic invoicing framework, which has been rolled out progressively since June 2021.

Under the Proposal, all invoices and tax-relevant documents must be issued electronically through software certified by the Tax Authority. Each document must also carry a QR Code and a Unique Document Identifier, enabling verification and traceability throughout the document lifecycle.

The update further extends the certified software requirement to the maintenance of accounting records, consolidating Cape Verde’s fiscal digitalisation agenda and aligning with the ongoing SAF-T CV (Standard Audit File for Tax Purposes) rollout.
