The New York State Department of Taxation and Finance recently published an updated version of Publication 69, Electronic Reporting of Quarterly Combined Wage & Withholding Tax Information. This publication provides guidance and electronic filing specifications for withholding tax information relative to certain wage information to the Department.
While the electronic reporting specifications themselves remain unchanged from the prior versions issued by the Department, there are two significant updates to the quarterly reporting requirement.

First, the new Online Services application for uploading wage reporting bulk files will no longer process files that contain errors: this includes data errors, formatting errors, and nonfatal errors. The system will notify the filer of the errors, which must be corrected accordingly.

Second, transmitters who submit test upload files will receive their results immediately instead of waiting for a period of up to 30 days later. The web application will notify the transmitter of a success or failure of the test file directly.
