Norway: Proposed 2027 Rate Changes to the Road Traffic Insurance Fee (Trafikkforsikringsavgift)

October 12, 2026

Norway’s 2027 state budget (Statsbudsjettet 2027), presented on 7 October 2026, proposes the routine annual adjustment to the road traffic insurance fee, the state levy collected by motor insurers. The daily rates increase by approximately 2.7% in almost each category, for example passenger cars, vans, campers, buses, combined vehicles and trucks/tractor units of 3,500 kg or more rise from NOK 6.52 to 6.70; diesel vehicles in that group without a factory-fitted particulate filter from 8.10 to 8.32; or electric passenger cars from 9.16 to 9.41. As in prior years, the new rates apply from 1 March 2027 to policies taken out or renewed on or after that date, with 2026 rates continuing until then.

Alongside the rate uprating, one substantive change is proposed: the full exemption from the fee, currently limited to lighter electric vans, would be extended to all electric vans by removing the 1,785 kg weight threshold. This exemption likewise applies to policies taken out or renewed after 1 March 2027.

The measure remains a government proposal pending the Storting’s vote, expected in December 2026, though this annual adjustment is routinely adopted. Insurers should prepare to apply the revised rates from the 1 March 2027 effective date and monitor for final confirmation.
